Subject:  Please Allow a Floor Vote on SB 474 – The DAVE Act

Dear Chair Hall and Committee Vice Chairs,

I am writing as a concerned North Carolinian to respectfully request that you advance Senate Bill 474 — the DAVE Act — for consideration by the full House.

This bill would create a Division of Accountability, Value, and Efficiency within the State Auditor’s office. It offers a much-needed framework for evaluating government agencies, reducing waste, and improving how public funds are used across North Carolina. Whether one agrees or disagrees with every element of the bill, it clearly reflects growing public interest in greater government transparency and accountability.

Please allow SB 474 to receive open debate and a floor vote. Our legislative process should empower the public to see where their representatives stand on such vital reforms.

Thank you for your leadership and for considering the voices of citizens across the state.

Sincerely,
[Your Full Name]

Subject: Request for Your Position on Senate Bill 474 (SB 474)

Dear Representative [their last name],

I hope you’re doing well. I’m writing to you as a concerned citizen who is committed to transparency and accountability in how public funds are spent at the local and state level.

As you may know, Senate Bill 474, which would establish a Division of Accountability, Value, and Efficiency (DAVE) in the State Auditor’s office, recently passed the Senate and is now before the House Rules Committee. I believe this bill has the potential to improve public confidence in state government by helping to identify inefficiencies and redirect resources toward higher-impact outcomes.

I would appreciate hearing your perspective on the bill and whether you are inclined to support it as it moves through the House. If there are concerns or issues with the current language of the bill, I’d be grateful to understand your view.

Please let us know if and how we as constituents can be helpful as you evaluate this legislation.

Title: Support SB 474 – Efficiency and Accountability Matter

To the Editor:

If you’ve ever wondered whether our state government spends your tax dollars wisely, you’re not alone. That’s why I’m writing in support of Senate Bill 474, currently under consideration in the North Carolina House.

This bill would establish the Division of Accountability, Value, and Efficiency (DAVE) within the office of the State Auditor. Its job? Review how public funds are used across state agencies and recommend ways to eliminate waste, streamline operations, and focus spending where it delivers real value.

This shouldn’t be controversial. We expect transparency from our local leaders—we should expect it from Raleigh too. SB 474 offers a smart, systematic way to examine programs and positions that may no longer be needed or that aren’t delivering measurable results.

This is not about political ideology. It’s about public trust and responsible stewardship. And if passed, it will send a strong signal that North Carolina takes both seriously.

I urge our local representatives to support SB 474. Let’s give taxpayers the efficient, accountable government they deserve.

Sincerely,

Arguments & Responses

Here’s a strategic list of likely opposition arguments you may hear from left-leaning critics about SB 474 (The DAVE Act) —paired with moderate/conservative responses to help you defend these bills in public forums, letters, and social media.

 ✅ Response:
Accountability isn’t partisan—it’s good governance. If a program is effective and well-managed, it should welcome the spotlight. The DAVE Act simply gives the State Auditor the ability to identify what works and what doesn’t—so we can focus resources where they’re needed most.

 ✅ Response:
This isn’t a new bureaucracy—it’s a focused team within the Auditor’s office. It equips the Auditor with tools to measure value, not just catch fraud. It’s about performance and efficiency, not duplication.

 ✅ Response:
The bill doesn’t target anyone—it reviews spending across all agencies and departments. If a program delivers value to the community, it will stand up to review. But no program should be exempt from scrutiny simply because of its mission.

 ✅ Response:
Bless your heart!
